  • In the Chino Municipal Code 5.40-Yard Sales it states: an individual seller, household, group, house address or location, is permitted two yard sales per year.

    The yard sale must not take place more than three consecutive days and can only operate between the hours of 8 am and 8 pm. There can only be 3 signs (1 on-site and 2 directional) posted. The signs must be on private property and immediately removed when the sale is over.

  • The encroachment of shrubs or vegetation, including a tree, upon a neighbor's property is a common civil issue in California. This issue must be addressed as such, therefore, the City of Chino has no jurisdiction to involve itself in civil matters.

    The best course of action is to research California neighbor laws and consult with a legal authority if you are unsuccessful at resolving the matter with your neighbor as one.

  • Inoperable vehicles or vehicle parts placed on a driveway are considered a nuisance in the Chino Municipal Code and can only be stored for 72 hours.

    Inoperable vehicles must be out of public view and made operable in order to be stored on a driveway. Putting a cover over the vehicle and/or registering it as inoperable with the Department of Motor Vehicles is not sufficient.

  • Without a certified Housing Element, Chino could face monthly fines up to $50,000, state restrictions on building permits, and loss of grant funds. Additionally, under the Builder’s Remedy, developers could bypass local rules to build higher-density projects on non-zoned properties, intended to encourage compliance with state housing laws.

The process informs Chino's planning processes by identifying future housing need as a result of projected population, employment and household growth. For the 2021 to 2029 Planning Period, The City of Chino is allocated an estimated 6,978 units to accommodate growth by income category. The Housing Element must provide sites to accommodate this estimated growth.

  • Per Chino Municipal Code 5.04.040, anyone conducting business in the City of Chino is required to obtain a City business license. This includes out-of-town delivery vehicles, servicemen, and contractors. If you are starting a new business, you must also check to see if you need to record a Fictitious Business Name, or if you require a state seller's permit.

  • Moving within Chino requires approval from the Planning Division and a new application. This step is required to ensure that the new location is zoned for any changes in the scope of the business.

  • If the name of your business changes, then the only requirement is a document indicating a name change. If the Tax ID number changes, then the current business license will be closed, and a new one will be issued. Only if the Tax ID number remains the same, then the name change can take place without closing the license.

  • If your business uses a certain type of chemical, you may be required to obtain an Industrial Discharge Permit from the Environmental Engineering Division.

  • Planning will start by asking you to elaborate on the use of property in full detail. If your business is home-based, planning wants to know in full detail the type of business activities conducted from your home. If you plan on storing any flammables, the Planning Division would need to know so that the Chino Valley Fire Department can sign you off before the Planning Division can approve your use. The Planning Division will want the number of employees, if you have any, so that they can determine if parking is adequate at the property.

  • Building and safety will ask you if you plan on altering the building, whether it's structural, plumbing, mechanical, or electrical. Staff will walk you through the necessary steps to obtain a permit.

  • Found property is held for a period of 90 days. If the property is unable to be returned to the rightful owner, it may be offered back to the finder. Note: Property that is contraband or evidence in an ongoing investigation may be held indefinitely.

  • Property held for "safekeeping" will be held for a period of at least 60 days. Firearms held for "safekeeping" are an exception.

  • Firearms held for "safekeeping" or evidence as a result of a family problem, a violent crime or potentially violent crime or mental health issue have special requirements for release. In those cases where the Police Department has confiscated a firearm(s) or other deadly weapon(s) and placed it into custody pursuant to Penal Code § 18250, a petition may be initiated in the Superior Court within 60 days of seizure to determine whether the firearm(s) or other deadly weapon(s) should be returned. A petition may be filed to extend the time to 90 days if necessary.

    • Felony arrest cases: Evidence items will be held for a minimum of 60 days from the date of final disposition by the court. If the owner does not claim the items at that time, they may be disposed of or destroyed in the manner prescribed by law.
    • Misdemeanor arrest cases: Evidence will be held for 30 days from the date of sentencing and then items will be disposed of or destroyed in the manner prescribed by law.
    • If no arrest has been made and/or no suspect identified: Evidence items may be held up to one year or longer depending on the status of the case.

However, the person picking up the property must possess an original signed and dated "Letter of Permission" from the property owner, stating that they have been granted permission to retrieve the owner's property. The person should also have the police report number and a valid picture identification in the form of a California Driver's License, a California Identification Card, or a Passport.

  • If a citizen feels their property has been wrongly released or destroyed, the citizen may contact the Chino Police Department's Records & Evidence Supervisor at 909-334-3000. Upon notification, the Records & Evidence Supervisor will provide the necessary paperwork to file a claim against the City of Chino. Once the paperwork has been completed, the citizen must return the paperwork to the Records & Evidence Supervisor for processing.

  • The Chino Police Department prefers that all Public Records Act (PRA) requests are made in writing, either using our Online Request Form or by completing and returning our Report Request Form (Report Request Form (English) (PDF)/Report Request Form (Spanish) (PDF)) to help ensure that we can accurately identify the records being sought in the request. Please include the following information in your request, so that we may respond to your request in a timely manner:

    • Provide a clear and specific description of the requested information. Identify dates and times, report numbers, the names of persons involved and other specific information. The police department may ask you for additional information if the request is not specific enough to permit identification of the records you seek.
    • Provide contact information so that our staff can obtain clarifying information if needed to ensure a prompt and accurate response to your request.

  • No. Some records are exempt from release by law, including cases where the public interest in confidentiality outweighs the public interest in disclosure (Government Code 7921.000 - known as the California Public Records Act (PRA)). Additionally, the PRA only applies to records that already exist, and as such, the Police Department is not required to create a record, list or compilation.

  • Although you are not required to provide identification, doing so will help the Chino Police Department serve you more promptly. Your identification will allow us to determine which records may be released in accordance with the Public Records Act.   • The Public Records Act requires a prompt response to requests for access to records, usually within ten days of the request. Within the first ten days following receipt of a public records request, the Chino Police Department will determine if the Department has records that are responsive to the request, and whether the information is disclosable. The Department will then notify the requester of the determination and provide an estimated date by which the records will be provided. In some circumstances, the 10-day time limit for this notification may be extended up to an additional fourteen days by written notice to the requester.

  • If you have been arrested and have not appeared in court, the Records Unit will not release the report. The case must be adjudicated before the report may be released. The court or prosecution will discuss options for obtaining the report at your arraignment.

  • Juvenile information includes any document relating to juvenile contacts and arrests, including being a victim of any crime. Access to juvenile court records is limited in accordance with the California Rule of Court 5.552 and Welfare and Institutions Code Section 827. Release of juvenile information requires the authorization of the Presiding Judge of the Juvenile Court.

    Parents of a juvenile may receive a copy of certain types of reports (i.e. traffic collision reports). Availability of these records is restricted to court personnel, the minor, parents or guardian, attorneys involved in the case, and other persons designated by statute. All others will need to petition Juvenile Court directly for the release of that record.

  • Public records are open to inspection during office hours, generally between 7:30 am to 5:30 pm, Monday through Friday. Advanced notice is not required to inspect public records; however, a review may be delayed if staff are busy assisting other customers. It is advisable that any person who wishes to inspect records contact the Records Unit Supervisor prior to a planned request to assure that the records and staff are available to avoid delays. A requester may have to schedule an appointment if the records must be found and reviewed, or if redaction of confidential information is necessary.

  • Yes, under certain conditions. The Chino Police Department may provide an electronic public record in the electronic format in which it retains its information or in one that is used by the department to create copies for its own use or provision to other agencies.

  • There is no charge for reports that contain 10 or fewer pages. For reports greater than 10 pages in length, a fee of $0.10 per page is due and payable before the report will be released. There are no fees for reports delivered via secure email, but additional fees may apply to reports that include photos and/or videos, and for reports that must be delivered on physical media (e.g. CDs, DVDs, 'Thumb Drives', etc.). Payment may be made by cash, check or credit card. Victims of crimes are provided the first copy of a report at no cost. There is no charge to inspect records in person at the Chino Police Department.

  • California Vehicle Code Sections 14602.6 and 14602.7 authorize law enforcement agencies to impound vehicles for up to 30-days when driven by individuals with no driver's license, a suspended license, or a revoked license. The 30-day impound begins on the calendar day the vehicle is impounded. The vehicle will be released after the 30-day period (to the registered owner or designee with proper authorization) during normal business hours.

  • California Vehicle Code Section 14604 states that "No owner of a motor vehicle may knowingly allow another person to drive the vehicle upon a highway unless the owner determines that the person possesses a valid driver's license that authorizes the person to operate the vehicle." As the registered owner, you are responsible for anyone who drives your vehicle; whether it be a relative, friend, or acquaintance. If your vehicle was taken without your permission, you must file a stolen vehicle report and the person will then be charged with a crime and may be arrested.

Redistricting - English

  • Every ten years, districts must be redrawn so that each district is substantially equal in population. This process, called redistricting, is important in ensuring that each city councilmember represents about the same number of constituents. In Chino, the City Council is responsible for drawing council districts. Redistricting is done using U.S. Census data, which is released around March 31, 2021 (Due to COVID-19, this date will likely be extended). For the City of Chino, the redistricting process must be completed by April 17, 2022.

  • Redistricting determines which neighborhoods and communities are grouped together into a district for purposes of electing a councilmember. The City Council will seek input in selecting the next district map for our City Council. You have an opportunity to share with the City Council how you think district boundaries should be drawn to best represent your community.     1. Geographically contiguous districts (each city council district should share a common border with the next)
    2. The geographic integrity of local neighborhoods or communities shall be respected in a manner that minimizes its division
    3. Geographic integrity of a city shall be respected in a manner that minimizes its division
    4. Easily identifiable boundaries that follow natural or artificial barriers (rivers, streets, highways, rail lines, etc.)
    5. Lines shall be drawn to encourage geographic compactness. In addition, boundaries shall not be drawn for purposes of favoring or discriminating against a political party

  • The City Council will reach out to local media to publicize the redistricting process. Also, we will make a good faith effort to notify community groups of various kinds about the redistricting process. Our public hearings will be provided in applicable languages if residents submit a request in advance. The City Council will notify the public about redistricting hearings, post maps online before adoption, and create a dedicated web page for all relevant information about the redistricting process.

  • The use of illegal fireworks is considered a misdemeanor in the State of California. As such, violators cannot be cited unless the officers physically witness the violation or there is a citizen willing to sign an attestation form. Residents who witness violations may file an attestation form, which is similar to a private person's arrest, by calling 909-628-1234 and specifically stating they wish to file the complaint via attestation.

  • Beginning the week prior to the 4th of July holiday, the Police Department dedicates specific enforcement cars that respond to fireworks complaint calls and actively look for those violating the Chino municipal code prohibitions against the use of illegal fireworks. The Police Department also robustly staffs on the actual 4th of July holiday to more effectively respond to the increased call volume due to fireworks. On average, we deploy more than 50 personnel on July 4th. In addition to increased enforcement efforts by our patrol staff, the Special Enforcement Team conducts numerous undercover operations beginning in early June to seize illegal fireworks from those attempting to sell them in our area.

  • We do use Unmanned Aerial System (UAS) on the 4th of July to support ground units, but the line of sight limitations imposed by the Federal Aviation Administration (FAA) make the widespread use of UAS for patrol purposes, including routine fireworks patrols, impractical.

  • The City has a long tradition of allowing safe and sane fireworks. Chino residents enjoy spending time as a family and partaking in traditional activities of 4th of July celebrations. This means family gatherings, barbecues, pool parties, and ending the day with fireworks.

    The City also has a long tradition of allowing the sale of safe and sane fireworks as a fundraiser for many of the City's non-profit organizations. For most, this is one of their biggest fundraisers of the year. These organizations must adhere to strict guidelines to be allowed to sell fireworks and must show the funds raised are returned to the Chino community.

  • The City cannot impose fines greater than $1,000, even for repeat offenders, per the State of California. The monetary limit is regulated and limited to $1,000 for any person who possess less than 25 pounds of fireworks.

  • Residents can assist the Police Department by serving as our eyes and ears. If you see illegal fireworks being ignited, please call the Police Department and provide as much detail as possible about the offender.

    A Chino police officer can issue a citation based on a private person arrest (PPA) through attestation if provided the following: evidence to support the claim (photos/video of violation) and the willingness of the witness to appear before the hearing officer to give his/her account of the facts. Residents who wish to report violations may call 909-628-1234. Please be prepared to give an address of the violation and a detailed description of the person, if possible.

If you have not paid the start-up fees, services cannot be established and water disconnection may occur.

  • All cities and counties in California are required to have a general plan, which serves as the blueprint for growth and conservation, adopted by the City Council. It lays out the city’s long-term vision, and includes text, diagrams, and maps to communicate how the vision will be implemented. The plan is used a basis for land use decisions and is used by government officials such as the Planning Commission and the City Council to guide urban development. A general plan is also called a comprehensive plan because it covers the entire geographic area within city limits – both privately-owned and publicly owned properties – and a broad range of issues including physical, social, and economic development.   • The General Plan covers all public and privately owned land within the City limit. However, the State of California encourages cities to look beyond their borders when preparing a General Plan, as issues are not necessarily confined to political boundaries. Accordingly, the planning area for the Chino General Plan Update includes land adjacent to the city to the northwest in Chino's Sphere of Influence (SOI). The SOI represents Chino's probable future boundary and service area. Land in the SOI may one day be annexed into the City, and while the City doesn't have jurisdiction there now, it can "pre-zone" land in the SOI for the purpose of determining the zoning that will apply to properties if they are annexed to the City in the future. For this reason, the General Plan will cover all land within the City limit and the SOI.

  • State law requires that a general plan cover at least eight mandated topics: Land Use, Circulation, Housing, Conservation, Open Space, Noise, Safety, and Environmental Justice. General plans may also address other topics that are important to the community. Chino's General Plan includes optional chapters (called "elements") addressing economic development, air quality, and public health.

  • The City's current General Plan was adopted in 2010, but emerging trends and new State laws are now triggering the need for an update. These trends include demographic change, the rise of internet shopping, growth in the logistics industry, new transportation technologies and more. Additionally, a series of new State laws enacted since the General Plan was last comprehensively updated mean the City must incorporate strategies to address multi-modal mobility, environmental justice, climate vulnerability, and emergency evacuation among other topics. In short, now is the time for both new and longtime residents to come together and define a shared vision for the future, clearly articulate goals and priorities, and for the City to put in place new policies that will guide growth and development over the next two decades.

  • The General Plan and Zoning Code go hand-in-hand. The General Plan establishes broad, long-term policies to guide both private sector development and City investments. The Zoning Code implements General Plan policies through detailed development regulations that specify what activities can happen where, and that specify standards for the height and design of new buildings. State law requires that the Zoning Code be consistent with the General Plan. Chino's Zoning Code will updated in parallel with the General Plan to ensure consistency. The Zoning Code will also be updated to address new State housing laws.

  • An environmental impact report (EIR) is a detailed analysis of how the environment would be affected by a plan or a development project. It analyzes impacts on a range of environmental resources, identifies alternatives to the proposed plan or project, and presents ways to reduce or avoid environmental impacts. Under the California Environmental Quality Act (CEQA), a general plan update is considered a project, and thus requires an EIR to be completed in conjunction with the plan. Community members and other government agencies can contribute at two different phases in the EIR process. The first phase is the Scoping Period which starts with the release of a Notice of Preparation (NOP) declaring that an EIR is going to be prepared and asks the public to comment on the scope of the EIR. The second phase is when the Draft EIR is released, and public comments are invited. Public comment is also welcomed when the Final EIR is considered at public hearings before City decision-makers.

  • The update involves four main phases, shown on the graphic below. Through this process, we will:

    • Build a shared vision for the future
    • Evaluate different options and alternatives that can achieve the vision
    • Prepare a Draft General Plan, Zoning Code, and EIR
    • Finalize the Plan through public hearings before the Planning Commission and City Council.

    The update will take about two years and is scheduled to be completed in the summer of 2024.

  • All property owners, residents, and tenants within the annexation area will be notified by mail of any future community meeting and all public hearings.

    Property owners and voters who support the City of Chino’s annexation effort are not required to take any action. 

    For property owners and/or registered voters within the annexation area who may oppose, you have the right to “protest” this annexation. This protest method is determined by LAFCO of San Bernardino County and must conform to specific requirements as to form, wording, procedure for submission, and timeframe.

  • ARC will be using the same pet licensing company (DocuPet) as the Inland Valley Humane Society. All pet licensing renewed prior to July 1, 2025 will be transferred to ARC at no charge to the pet owner.  All pet licensing renewed after July 1, 2025 will need to be done online at docupet.com.

  • No, fees are not changing for Chino residents. Pet licensing fees are set by the City of Chino and will remain the same after the transition to ARC. ARC follows the fee structures established by its partner cities, and adoption fees will continue to be affordable and in line with regional standards. ARC is committed to keeping services accessible for our community.

  • Yes! ARC has guidelines for wildlife assistance regarding the trapping, safe release, and/or the euthanasia of wildlife within ARC service areas. Rattlesnakes will be a high priority response to ensure public safety.

  • Coyote sightings are not uncommon in Chino, especially with their natural role in our ecosystem. While they are generally not aggressive, it’s important to stay alert and follow these safety tips:

    • Do not feed wildlife or leave pet food or birdseed outdoors.
    • Keep yards clear of overgrown brush and woodpiles.
    • Use deterrents like outdoor lighting, radios, or motion-activated noise.
    • Leash your pets, especially at dawn, dusk, and night.

    If you see a coyote, don’t run. Instead, make loud noises, wave your arms, throw small objects like pebbles, or spray water to scare it away. Back away slowly while keeping the coyote in view.

Euclid/Schaefer Project

  • The project, proposed by Orbis Schaefer LLC, aims to develop a 9.82-acre mixed-use area north of Schaefer Avenue, between Fern and Euclid Avenues. It includes 20,800 square feet of commercial retail space, 264 multi-family residential units, and a 132,438 square foot self-storage facility.

  • The project was presented at a public hearing before the Planning Commission on May 21, 2025 and the project was approved. The meeting was publicly noticed, open to the public, and included extensive public comment. An appeal has been filed, and the project will appear before the City Council on July 15 at the Chino Senior Center (13170 Central Ave) beginning at 6:00 p.m.
