Capital Improvement Program

Project Under Construction

The Capital Improvement Program (CIP) is administered by the Public Works Engineering Division. The program provides for maintenance and improvements to existing infrastructure as well as new installments to support future growth in the City of Chino. The division oversees and manages the planning, design, bidding, construction inspection, and project management functions for City-sponsored CIP projects.

CIP projects in the  include the following:

  • Arterial Highways
  • Local Streets
  • Traffic Signal Modification/ Installation
  • Sewer/ Storm Drain 
  • Water
  • Variousous Landscape Improvements

The CIP was developed with input from both City departments and citizen groups and was adopted by City Council who identified needs for the CIP. The projects are prioritized and summarized by available funding sources such as the General Fund, Community Development Block Grant, Measure I, SB 1 and other local and federal grants.

The City of Chino Public Works Department currently has multiple CIP projects under construction as well as in the design and planning stages. Several current and upcoming priority CIP projects are summarized below.

Current Projects

Water Main Replacement Projects (3.1)


Construction of Water Main Replacement Projects at various locations is part of the City’s 5-year Capital Improvement Program Budget. These projects consist of replacing existing water mains on Oaks Avenue, 17th Street, 16th Street, Olvera Court and Ida Court. Construction for this project began in July 2018.



Water Main Replacement Projects (2.1)


Construction of Water Main Replacement Projects at various locations is part of the City’s 5-year Capital Improvement Program Budget. These projects consist of replacing existing water mains on Adams Street, Harding Court, Dunlap Place, Butterfield Place, Jackson Street and Independence Court. A construction contract has been awarded for this project and work is anticipated to begin in the summer of 2018.

Planned Projects

Pine Avenue Extension Improvements


This project is currently in the planning and review stage. The proposed project will extend Pine Avenue from State Route 71 to its intersection with El Prado Road and will improve the existing roadway between El Prado Road and Euclid Avenue. This project's planning and initial research has been provided cooperatively by the City of Chino (as lead agency), City of Chino Hills, Chino Called Unified School District and the Chino Valley Independent Fire District.


Central Avenue Overpass Widening and Ramp Improvements


This project is currently in the planning and review stage. The project will provide for the widening of the Central Avenue bridge crossing and ramps at State Route 60 to reduce traffic congestion at the interchange. The San Bernardino County Transit Authority, California Department of Transportation and the City of Chino will work in cooperation to complete the design and construction of this project.


State Route 60 Bridge Crossings 


This project is currently in the planning and review stage. The California Department of Transportation (Caltrans) is proceeding with a bridge retrofit Project along the State Route 60 Freeway in the City of Chino. The bridges included in this project are located on Benson, Monte Vista and Pipeline Avenues. The project will widen the bridges to match the Circulation Element in the City’s General Plan and bring the bridge structures up to current seismic standards. The project will include the relocation of existing water and sewer lines.
