Capital Improvement Program

Project Under Construction

The Capital Improvement Program (CIP) is administered by the Public Works Engineering Division. The program provides for maintenance and improvements to existing infrastructure as well as new installments to support future growth in the City of Chino. The division oversees and manages the planning, design, bidding, construction inspection, and project management functions for City-sponsored CIP projects.

CIP projects in the  include the following:

  • Arterial Highways
  • Local Streets
  • Traffic Signal Modification/ Installation
  • Sewer/ Storm Drain 
  • Water
  • Variousous Landscape Improvements

The CIP was developed with input from both City departments and citizen groups and was adopted by City Council who identified needs for the CIP. The projects are prioritized and summarized by available funding sources such as the General Fund, Community Development Block Grant, Measure I, SB 1 and other local and federal grants.

The City of Chino Public Works Department currently has multiple CIP projects under construction as well as in the design and planning stages. Several current and upcoming priority CIP projects are summarized below.

Current Projects


El Prado Road Reconstruction Project (ST181)
The El Prado Road Reconstruction project is an active transportation project that was designed to improve roadway conditions along El Prado Road between Central Avenue and Kimball Avenue. Design plans for this project were completed in late 2019 and a construction contract was awarded shortly thereafter. Construction for this project is currently underway and is expected to be completed by spring of 2020. Partial lane closures are to be expected intermittently while construction is underway. 

Sewer Re-Lining Project (SW171)
Several sewer locations in need of rehabilitation work are included as part of the 5-year Capital Improvement Program Budget. Televised sewer inspections were used to identify priority locations in need of immediate repair. These critical segments include: Central Ave. - Schaefer to Chino Ave., Yorba Ave.-Edison to First MH to the North, 9th St.- Mt. Vernon to Washington, 9th St.- Mt. Vernon to Washington, Schaefer Ave. - Benson to 12th St. and others. Sewer locations included in this project were either at risk of collapsing or had major cracks and thus were prepared for re-lining. This project is currently in the construction phase and is expected to be completed in February 2020.

State Route 60 Bridge Crossings 
This project is currently in the construction stage. The California Department of Transportation (Caltrans) is proceeding with a bridge retrofit Project along the State Route 60 Freeway in the City of Chino. The bridges included in this project are located on Benson, Monte Vista and Pipeline Avenues. The project is effectively widening the bridges to match the Circulation Element in the City’s General Plan and bring the bridge structures up to current seismic standards. The project will include the relocation of existing water and sewer lines.

Planned Projects

Pine Avenue Extension Improvements

This project is currently in the planning and review stage. The proposed project will extend Pine Avenue from State Route 71 to its intersection with El Prado Road and will improve the existing roadway between El Prado Road and Euclid Avenue. This project's planning and initial research has been provided cooperatively by the City of Chino (as lead agency), City of Chino Hills, Chino Called Unified School District and the Chino Valley Independent Fire District.



Central Avenue Overpass Widening and Ramp Improvements

This project is currently in the planning and review stage. The project will provide for the widening of the Central Avenue bridge crossing and ramps at State Route 60 to reduce traffic congestion at the interchange. The San Bernardino County Transit Authority, California Department of Transportation and the City of Chino will work in cooperation to complete the design and construction of this project.



Water Main Replacement Projects (3.2 & 1.1)
Construction of Water Main Replacement Projects at various locations are a part of the City’s 5-year Capital Improvement Program Budget. Water Quadrant Project 1.1 consists of replacing existing water mains on Benson Avenue, Tenth Street, Russell Avenue, Lewis Avenue, Park Street and Franklin Court. Water Quadrant Project 3.2 consists of replacing existing water mains on Aster Court, Lemon Place, Orange Avenue, Arlington Place, Lime Place, Cypress Avenue, Oaks Avenue, Guardian Way, Marshall Avenue, Sixteenth Street, Seventeenth Street, Ida Court and Olivera Court.  A construction contract has been awarded for these paired projects and work is anticipated to begin in the spring of 2020.
