Project Under Construction

The Capital Improvement Program (CIP) is administered by the Public Works Engineering Division. The program provides for maintenance and improvements to existing infrastructure as well as new installments to support future growth in the City of Chino. The division oversees and manages the planning, design, bidding, construction inspection, and project management functions for City-sponsored CIP projects.

CIP projects in the  include the following:

  • Arterial Highways
  • Local Streets
  • Traffic Signal Modification/ Installation
  • Sewer/ Storm Drain 
  • Water
  • Variousous Landscape Improvements

The CIP was developed with input from both City departments and citizen groups and was adopted by City Council who identified needs for the CIP. The projects are prioritized and summarized by available funding sources such as the General Fund, Community Development Block Grant, Measure I, SB 1 and other local and federal grants.

The City of Chino Public Works Department currently has multiple CIP projects under construction as well as in the design and planning stages. Several current and upcoming priority CIP projects are summarized below.

STREET REHAB – SD211

Location
: 11th Street north of Chino Ave to Riverside Dr and up 10th Street
Forecast Completion: May 2021
This project includes reconstruction and overlay of the entire street section, traffic signal modifications at the intersection, and complete a segment of the master planned storm drain system.  These repairs will provide a more robust infrastructure to that area, which include widening the roadway, constructing a new curb and gutter, striping and asphalt overlay.


STREET REHAB – ST183
Location:
Riverside Drive between Central Avenue and Oaks Avenue
Forecast Completion: May 2021
This project includes the reconstruction and overlay of the entire street section, traffic signal modifications at the intersection, and a storm drain segment.  These repairs will provide a more robust infrastructure improvements to that area, which include new curb ramps, concrete sidewalk, curb gutters, signage, and striping and traffic signal improvements.



ROAD MAINTENANCE REHAB – ST 182
Location:
 
C Street between Monte Visa and Magnolia Ave and 10th street between Chino Avenue and Walnut Ave
Forecast Completion: March 2021
This project include bicycle striping and installation of bike lanes on various streets which will improve mobility around Chino High School and in turn reduce roadway traffic, wear and tear on roadways, decrease pollution, and promote a healthier community. 



ALLEY REHAB – SN191
Location:
 Between Schaefer and G Street, west of Central Avenue
Forecast Completion: December 2020
Currently, there are no gutters in the alley which prevent control of the water flow during winter season.  Part of the construction includes removal and reconstruction of asphalt, pavement, construction of concrete gutter, adjusting of the existing utility boxes, manholes, and accessible crossings.  These changes will also preserve the asphalt and help maintain its aesthetic look.


WATER MAIN REPLACEMENT – WA19B
Location:
Orange Place, Aster Court, Arlington Place, Williamsburg Road, Lemon Place, Lime Place, Cypress Avenue, Marshall Avenue
Forecast CompletionDecember 2020
This project will replace leaking PVC water mains throughout the city, which will extend the life of the pipe and eliminate interruption of water supply to the residents. In addition, as part of the repairs, some sidewalks, curbs and gutters, fire hydrants assemblies, and overlay asphalt concrete for trench repair will be reworked during the project improvements.    



WATER MAIN REPLACEMENT – WA161
Location: 
Telephone Avenue between Walnut Avenue and Riverside Drive. 
Monte Vista Avenue between Walnut Avenue and Riverside Drive.
Lincoln Avenue between Russell Avenue and 7th Street
Washington Avenue between 3rd Street and Telephone Avenue
Forecast Completion: December 2020
This project will replace leaking PVC water mains throughout the city, which will extend the life of the pipe and eliminate interruption of water supply to the residents. In addition, as part of the repairs, some sidewalks, curbs and gutters, fire hydrants assemblies, and overlay asphalt concrete for trench repair will be reworked during the project improvements.

Location:
Baker Avenue between Terry Avenue and Walnut Avenue
Forecast Completion: January 2021
This project will replace leaking PVC water mains throughout the city, which will extend the life of the pipe and eliminate interruption of water supply to the residents. In addition, as part of the repairs, some sidewalks, curbs and gutters, fire hydrants assemblies, and overlay asphalt concrete for trench repair will be reworked during the project improvements.    



WATER LINE REPLACEMENT – WA172
Location: 
Central Avenue between Chino Avenue and Schaefer Avenue
Forecast Completion: March 2021
Improvements will include geotechnical observation and laboratory testing, field testing, field reports of observation and test results, structural steel/welding inspection and appurtenant tasks.  Currently the City is waiting for submittals and the project will begin January 2021



3-SYSTEM STORM DRAIN PROJECT– SD153
Location:
Magnolia Avenue south of State Route 60 to Riverside Avenue. Intersections of Walnut Avenue at Ross Avenue and Walnut Avenue at Magnolia Avenue
Forecast Completion: July 2021
The main goal of this project is to relieve current drainage deficiencies and recurrent flooding. The system will intercept drainage flows that currently discharge to Magnolia Avenue just south of State Route 60 via a drainage culvert under the freeway and convey them to the existing Riverside Drive storm drain system which is a reach of the Benson Avenue storm drain system as prescribed on the MPD. Improvements will include grind and overlay along the pipeline alignment, construction of accessibility improvements at the intersections of Walnut Avenue at Ross Avenue and Walnut Avenue at Magnolia Avenue.  The project will begin December 2020.

SEWER RELINE PROJECT – SW213
Location:
Schaefer Avenue between Benson Avenue and 10th street and on Central Avenue between Telephone Avenue and 3rd Street
Forecast Completion: January 2021
The Sewer Reline project will reline (7) existing clay pipes and sewers at various locations. This will include the installation of a resin within a flexible tube, which is tightly formed to the existing sewer lines.  Work will take place at Schaefer Avenue between Benson Avenue and 10th Street and north alley – Central Avenue between Telephone Avenue and 3rd Street.



MONTE VISTA RAILROAD CROSSING - MS163
Location:
Monte Vista and Union Pacific Railroad crossing, between Schaefer Avenue and Edison Avenue
Forecast Completion: January 2021
The City’s 5-Year Capital Improvement Program (CIP) has received a grant from Caltrans, Division of Rail and Mass Transportation, for the replacement of hazards at the Monte vista and Union Pacific Railroad crossing, located between Schaefer Avenue and Edison Avenue.  Improvements will include the installation of signalized crossing gates, raised medians, signage, and sidewalk.  Safety improvements will provide advance notice to approaching motorist when Union Pacific RR is utilizing their tracks for deliveries.  Sidewalk was designed to comply with accessibility standards.  Currently, the City is waiting for submittals and work will begin December 2020.
