City Council

The City Council serves as the legislative branch of City Government and consists of a Mayor and four Council Members, all nonpartisan, and elected at-large for four-year terms. The Mayor and Council appoint the City Manager and City Attorney, with Department Directors appointed by the City Manager. City Council elections coincide with the Statewide General Election, held in November of even numbered years.

City Council Meetings are held on the first and third Tuesdays of each month with the open session commencing at 7:00 p.m.  Meetings are held in the Chino City Council Chambers located at 13220 Central Avenue in Chino.

Mayor Dennis R. Yates

Mayor Dennis YatesMayor Dennis Yates is the Vice Chairman of the South Coast Air Quality Management District's Governing Board.  He serves as the City’s representative to the San Bernardino Association of Governments (SANBAG), as a Board Member, and he is also on the SANBAG Board of Directors Metro Valley Study Session and General Policy Committee.  He is a Board Member of Omnitrans and  serves on the Planning and Productivity Committee.  Mayor Yates also serves on the Advisory Committee for Flood Control District Zone 1, San Bernardino County. He is also the Chairman of the Oversight Board for Successor Agency to Chino Redevelopment Agency. 

Mayor Yates has been a member of the Chino City Council since 1992 and has served as a Council Member from 1992 to 2004, and served two of those years as the Mayor Pro Tem, from 1994 to 1996. In 2004, he was elected as the Mayor and was reelected in 2008, and 2012 and is currently serving a third four-year term.

Mayor Pro Tem Glenn Duncan 

Council Member Glenn Duncan

Council Member Glenn Duncan has been a member of the Chino City Council since 1992.

In this role, Council Member Duncan has represented the City of Chino on various committees such as the Ontario Airport Noise Abatement Strategy Committee; the Cities/County Meetings; served as Council liaison to the Chino Valley Independent Fire District Board, the Chino Valley Unified School District Board of Education, and the Planning Commission.  He has represented Chino as a Board Member as well as Chairman of the Water Facilities Authority and Southern California Association of Governments (SCAG).  He serves as Chino's representative to such committees as the Chamber of Commerce Board of Directors; Southern California Association of Governments (SCAG); SCAG Four Corners Coalition; League of California Cities - Legislative Task Force, and the West Valley Vector Control.  He is also currently serving on the San Bernardino County Employees' Retirement Association (SBCERA) Board of Directors.   He is the Chairperson of the Public Financing Authority, the President of the Chino Neighborhood House and the Treasurer and the Finance Committee Chairman of the Board of Directors of the Chino Valley YMCA and a Past President of the Rancho del Chino Rotary Club.

Council Member Earl C. Elrod

Earl ElrodCouncil Member Earl Elrod serves as the City’s representative on the Inland Empire Utilities Agency Regional Sewerage Program Policy Committee and the Inland Empire Landscape Alliance.  He is the Chairperson of the Industrial Development Authority.  Council Member Elrod also serves as the City's representative on the Chino Valley Independent Fire District Board. 

Council Member Elrod was originally elected to the City Council in 1998. He is serving his fourth term and previously served as Mayor Pro Tem twice.  Council Member Elrod also served on the Planning Commission for eight years from 1990 to 1998 and on the Chino Parks Commission from 1977 to 1980. In addition, he served on the San Bernardino County Grand Jury from 1997 to 1998.

Council Member Tom Haughey Council Member Tom Haughey

Council Member Tom Haughey is the City’s representative on the Chino Valley Unified School District Citizens Oversight Committee, the Chino Basin Watermaster Board, and is active on the Solid Waste Advisory Task Force. He is the Vice Chairperson of the Public Financing Authority and is also the Vice Chair of the Chino Valley YMCA and a Charter Member and Past President of the Rancho del Chino Rotary Club.

Council Member Haughey was elected to the City Council in 2001.  He is serving his fourth term and previously served as Mayor Pro Tem. Before joining the Council, Council Member Haughey served briefly on the Planning Commission in 2001.

Council Member Eunice M. Ulloa

Council Member Eunice Ulloa Council Member Eunice Ulloa is the City’s representative on the Santa Ana Watershed Advisory Council, the Chino Desalter Authority, and the Southern California Water Committee.  She is also the Vice Chairperson of the Industrial Development Authority.

Council Member Ulloa has been involved with the Chino City Council since 1984. She has served as a Council Member for 10 years, and has served two terms as the Mayor Pro Tem. In addition to her time as a Council Member, she has served for 12 years as the Mayor of Chino. Before her time on the Council, Council Member Ulloa was on the Planning Commission from 1983 to 1984.
