The City Council serves as the legislative branch of City Government and consists of a Mayor and four Council Members, all nonpartisan. The Mayor is elected at-large and Council Members are elected by geographically defined districts, each for four-year terms. The elections coincide with the Statewide General Election, held in November of even numbered years.  The City Council appoint the City Manager and City Attorney, with Department Directors appointed by the City Manager.

City Council Meetings are held on the first and third Tuesdays of each month with the open session commencing at 7:00 p.m.  Meetings are held in the Chino City Council Chambers located at 13220 Central Avenue in Chino.

Mayor Eunice M. Ulloa

Mayor Eunice Ulloa

Mayor Eunice Ulloa is the City’s representative on the San Bernardino County Transportation Authority (SBCTA), Santa Ana Watershed Advisory Council and the Southern California Water Committee. She also serves as a Board Member to Omnitrans. Additionally, the Mayor is a member of the Ontario International Airport Interagency Collaborative (ONT-IAC),  

Mayor Ulloa has been involved with the Chino City Council since 1984. She has served as a Council Member for 10 years, and has served two terms as the Mayor Pro Tem. In addition to her time as a Council Member, she previously served for 12 years as the Mayor of Chino. Prior to her time on the Council, Mayor Ulloa served on the Planning Commission from 1983 to 1984.

Mayor Pro Tem Tom Haughey 

Mayor Pro TemTom Haughey

Mayor Pro Tem Tom Haughey serves as the City's representative on the Chino Desalter Authority, Chino Valley Independent Fire District Board, and alternate on the San Bernardino County Transportation Authority (SBCTA).  He is active on the Solid Waste Advisory Task Force and is the Vice Chairperson of the Public Financing Authority.  Mayor Pro Tem Haughey is also a member of the Streets Committee and the Economic Development Subcommittee. Additionally, he is the Vice Chair of the Chino Valley YMCA and a Charter Member and Past President of the Rancho del Chino Rotary Club. 

Mayor Pro Tem Haughey was elected to the City Council in 2001 and is currently serving his fifth term. Before joining the Council, Mayor Pro Tem Haughey served briefly on the Planning Commission in 2001.

Council Member Earl C. Elrod

Earl ElrodCouncil Member Earl C. Elrod serves as the City’s representative on the Inland Empire Utilities Agency Regional Sewerage Program Policy Committee. Additionally, Council Member Elrod is a member of the Streets Committee and Economic Development Subcommittee.

Council Member Elrod was originally elected to the City Council in 1998. He is serving his fourth term and previously served as Mayor Pro Tem twice.  Council Member Elrod also served on the Planning Commission for eight years from 1990 to 1998 and on the Chino Parks Commission from 1977 to 1980. In addition, he served on the San Bernardino County Grand Jury from 1997 to 1998.

Council Member Gary George

GaryGeorgeAfterCouncil Member Gary George was sworn in on January 17, 2017. He previously worked as a Verizon Director of Government and External Affairs. Council Member George also served on thChaffey Community College Governing Board from 2000-2015 and is credited for his part in bringing a Chaffey College campus to the City of Chino.
  


The Council Member serves as the City's representative on the Chino Cultural Arts Foundation, as well as liaison to the Chino Community Services Commission and Chino Planning Commission. Council Member George also chairs the Citizens Advisory Committee for the CA Institute for Men and the CA Institute for Women.
Additionally, he serves as a Council representative on the Oversight Board for Successor Agency to Chino Redevelopment Agency, and on the Chaffey College Chino Community Center Oversight Committee.

Council Member Paul A. Rodriguez, Ed.D

Council Member RodriguezCouncil Member Paul A. Rodriguez, Ed.D was appointed to the Chino City Council on July 18, 2017.  He is an adjunct professor for UCR School of Business; Instructor for the California School Board Association for the Chief Business Official State Certification courses; an adjunct professor for Cambridge College in Rancho Cucamonga where his expertise is in instruction of Educational Leadership and Organizational Management, Counseling/Consulting, and Cross-Cultural perspectives; and faculty Supervisor for beginning teachers/interns for the University of Phoenix.

The Council Member serves as the City's representative on the Chino Cultural Foundation, as well as liaison to the Chino Community Services Commission and Chino Unified School District Board of Education. Council Member Rodriguez is also on the Chino Valley Unified School District, Measure G Oversight Committee and the League of California Cities, Legislative Task Force.
