Business Licensing

Administers the business license system, including registration of new business, annual renewals, enforcing the business license ordinance, gross receipt verification and providing mandated business tax information to the State.

To Obtain a Business License Application or make changes:
To register a new business in Chino, report the closing or change of address of a Chino business, obtain applicable fee or request an application, you may print an application from our Forms Catalog/Library, do so in person at City Hall or you may call:

All applications for licensing will be reviewed by various City departments for proper zoning and use prior to issuing the final business tax certificate.

Who needs a business license?
Anyone conducting business in the City of Chino is required to pay for a City business license. This includes out-of-town delivery vehicles, servicemen, and contractors. Anyone with an office for a business in a home is also required to pay a license fee.

Before you apply:
Contact the Planning Division of our Community Development Department to inquire about zoning and sign requirements for your type of business at its planned location. All applications for licensing will be reviewed by various City departments. If the business activity utilizes any chemical, you may be required to obtain an INDUSTRIAL USER DISCHARGE PERMIT from the Environmental section of Public Works, and/or a SPECIAL CONDITIONAL USE PERMIT from Community Development.

In addition, you must comply with all City, County and State regulations for zoning, building, health and safety.

What are the business license fees?
There are three categories for license fees: sales and services based on gross receipts; manufacturing, fabricating, and warehousing based on number of employees; and professional/semi-professional based on number of employees. The minimum fee is $40 for sales, service, and manufacturing. $50 is the minimum fee for professionals. Please call for more specific details about your license tax.

For information on filing a fictitious name statement, contact the San Bernardino County Clerk at (909) 386-8970. The State Board of Equalization can be contacted for a resale permit at either (951) 680-6400.

THE CITY OF CHINO HAS AN ORDINANCE THAT PROHIBITS PLACING ADVERTISING OF ANY KIND (FLYERS, NOTICES, ETC.) ON VEHICLES PARKED ANYWHERE WITHIN THE CITY.

When is a Special Business Permit required?
Certain types of businesses require a SPECIAL BUSINESS PERMIT before commencing operations in the City of Chino because of the need to regulate some element of the business activity.
Currently, the types of business activity that require a special business permit are:

  • Circus, tent show, carnival, or open-air show
  • Swap meet, flea market, or sale of used merchandise
  • Adult-oriented business as defined in Section 5.05.020A of the CMC
  • Massage establishment as defined in Section 5.24.010B of the CMC
  • Itinerant vendor, peddler or commercial solicitor
  • Curb address painting
  • Advertising by distribution of samples or handbills
  • Any business in which any product or commodity is sold at retail from a motor vehicle, truck or trailer, or any business in which any product of commodity is sold at retail from any place except a fixed place of business within the city on which general real property and ad valorem taxes are levied and collected.
  • Taxicabs and automobiles for hire.
