The City Council serves as the legislative branch of the City Government and consists of a Mayor and four Council Members, all non-partisan and elected at-large for 4-year terms. The Mayor and Council appoint the City Manager and City Attorney, with Department Directors appointed by the City Manager. City Council elections coincide with the Statewide General Election held in November of even numbered years. City Council Meetings are held on the first and third Tuesdays of each month, with the open session commencing at 7:00 p.m. Meetings are held in the Chino City Council Chambers located at 13220 Central Avenue, Chino. Mayor Dennis YatesMayor Yates is a Governing Board Member, Cities of San Bernardino County on the AQMD board. He serves as the City’s representative to the San Bernardino Association of Governments (SANBAG) as a board member and he is also on the SANBAG Major Projects Committee. He is a board member of Omnitrans and is on the Planning and Productivity Committee. He is also on the Advisory Committee for Flood Control District Zone 1, San Bernardino County.
Mayor Yates has been a member of the Chino City Council since 1992. He served as a Council Member from 1992 – 2004 and served two of those years as the Mayor Pro Tem from 1994 to 1996. Mayor Pro Tem Eunice Ulloa Mayor Pro Tem Eunice Ulloa is the City’s representative to the Santa Ana Watershed Advisory Council and the Southern California Water Committee. As Mayor Pro Tem, she serves as the Mayor’s alternate on various regional committees. Mayor Pro Tem Ulloa has been involved with the Chino City Council since 1984. She has served as a Council Member for 10 years, and is serving for the second time as Mayor Pro Tem. In addition to her time as a Council Member, she has served for 12 years as the Mayor of Chino. Before her time on the Council, Mayor Pro Tem Ulloa was on the Planning Commission from 1983 to 1984. Term of Office Expires 2010

Council Member Earl ElrodCouncil Member Earl Elrod serves as the City’s representative to the Baldy View Public & Private Coalition (CLOUT) and the Chino Valley Public Agencies Cooperative (CVPAC). He also represents the City on the Inland Empire Utilities Agency Regional Sewerage Program Policy Committee, the Inland Empire Landscape Alliance and the Association of California Cities Allied With Prisons (ACCAP). Council Member Elrod was elected to the City Council in 1998. He is serving his third term as a Council Member and served as Mayor Pro Tem for two years from 2000 to 2002. Council Member Elrod also served on the Planning Commission for eight years from 1990 to 1998 and on the Chino Parks Commission from 1977 through 1980. Council Member Tom HaugheyCouncil Member Tom Haughey is the Chairman of the Chino Redevelopment Agency as well as the City’s representative on the Chino Valley Independent Fire District Board and the Chino Valley Public Agencies Cooperative (CVPAC). He is also active on the Solid Waste Advisory Task Force and the City’s ICRMA (Insurance) representative.

Council Member Glenn DuncanCouncil Member Glenn Duncan is the City’s representative to the Chamber of Commerce Board of Directors and the Chino Desalter Authority. He is also a member of the League of California Cities Legislative Task Force, the SCAG Four Corners Policy Committee and the SCAG General Assembly. Council Member Duncan serves on the Cal Trust Board of Directors and he is the President of the Chino Neighborhood House. He is also active with West Valley Vector Control and is the Treasurer of the Chino Valley YMCA. Council Member Duncan has been involved with the Chino City Council since 1992. He is currently serving in his fourth term on the Council and has served as Mayor Pro Tem for two two-year terms.
